The USGA Handicap Review Tool

As an authorized golf club, your Handicap Committee plays an important role in ensuring each player’s Handicap Index® reflects their demonstrated playing ability. To support that responsibility, the USGA Handicap Review Tool was introduced in April 2024.

The USGA has designated this as the only authorized tool for generating recommended Handicap Index adjustments. Since its introduction, the tool has been enhanced in phases, with Phase 3 launching in April 2026 and bringing additional features designed to better support your club and members.

What the Tool Does
The USGA Handicap Review Tool brings consistency and confidence to the handicap review process. It evaluates a player’s scoring data from the review date, looking back one full year, and compares posted scores to expected scores based on the player’s Handicap Index at the time of review – ensuring every player is assessed using the same objective criteria.

The tool produces recommended Handicap Index adjustments when appropriate, but full discretion remains with your Handicap Committee. The tool is designed to support your Committee’s work, not replace it.

  • An added safeguard: Provides Committees with a clear, data-driven opportunity to confirm that each player’s Handicap Index reflects their demonstrated ability.

  • Consistent evaluation: Ensures everyone is assessed using the same standards, reinforcing confidence in the World Handicap System™.

  • Transparency for members: A documented and consistent review process helps set expectations and shows members that handicaps are administered fairly.

What’s New in Phase 3

The most recent update introduces features to help Committees make informed decisions while saving time during the review process, including:

  • An optional automated email that alerts players when they are subject to an adjustment

  • Enhanced data views, including quarterly trends and expanded “Played to Handicap Index” information, giving additional context

Our Recommendation for Your Club
All authorized golf clubs are strongly encouraged to conduct at least one handicap review every 365 days using the USGA Handicap Review Tool, available in the GHIN Admin Portal with no additional setup required.
